Minutes of the Special Town Board of October 3, 2011

The Town of Delavan Town Board held its Special Town Board Meeting on Monday October 3, 2011 at 6:00 PM; at Town Hall, 5621 Town Hall Road, Delavan, WI  53115.

1. Call to order by Chair Simons 4:33@ 6:00 PM

Present: Chair Simons, Supervisor Sessner, Supervisor Bonsall, Supervisor Jedlicka

Excused:  Supervisor Militello

1. Declaration of quorum present for doing business by Clerk Bernsteen

3. Discussion/possible action on establishing an employee grievance policy – Resolution #11-2011:

Chair Simonsmade a motion to dispense with the first reading of Resolution #11-2011 and move on to the second reading with a second by Supervisor Sessner, motion carried 4-0.

Chair Simonsmade a motion to dispense with the second reading of Resolution #11-2011 and approve with a second by Supervisor Jedlicka, motion carried 4-0.

Supervisor Sessnersuggested having the employee’s sign that they had received the grievance policy.

1. Discussion/possible action on the 2012 Budget:

Treasurer Duchemin:  The judges office supply has gone up due to they are requesting a lap top and printer for next year.  Clerk Bernsteen stated the Court Clerk currently does not have a lap top or printer and this would help the Court Clerk do her job more efficiently.  The lap top will be linked to the police departments programs.  Chair Simons felt the Judge and Court Clerks salary should be the same 2% that everyone else will get.  Supervisor Jedlicka: felt there should be a freeze on the salaries.  Administrator Olson asked if he should ask the Judge to justify the $1,000 increase.  Chair Simons: we need to look into the Judge and Clerk’s salary to be sure that it can be done.  Supervisor Jedlicka, Supervisor Bonsall and Supervisor Sessner felt there wages should be on a freeze.  Chair Simons directed Administrator Olson to let the Judge know that the board’s discussion was to freeze the salaries.

Supervisor Jedlicka made a motion to adjourn the meeting with a second by Supervisor Bonsallmotion carried 4-0.
