MINUTES OF THE TOWN OF DELAVAN POLICE AND WATER SAFETY COMMITTEE MEETING Monday, December 1st, 2008 The regular monthly meeting of the Town of Delavan Police and Water Safety Committee was held on Monday, December 1, 2008. The meeting was called to order by Chairman Polzin, at 5:30pm. The following committee members were present: Supervisor Franzen, Robert Betzer, Mark Samuelson and Chief Smith. Supervisor James Wolfgram and Citizen Mary Knipper were also present. Polzin declared a quorum present for doing business. Mary Knipper addressed the committee with concerns about use of the lake. Knipper advised that shoreline erosion, and general water safety was being compromised by boaters violating the slow no wake ordinance within 200 feet from shore. Knipper advised that there was movement at the state level to address this problem statewide, that consideration is being given to create a state statute regarding slow no wake within shore zones. Knipper advised that there is a meeting scheduled for January 24, 9:00am at the Geneva Town Hall regarding water safety concerns in the area. Knipper invited the police department to send a representative. The minutes of the November 3rd meeting were approved on a motion made by Betzer and seconded by Smith Smith advised the committee as to the number of hours put in so far in the investigation the prowler complaints in Summit Meadows; 92.5 part time hours, 63.5 overtime hours in addition to 50 hours put in by the detectives during their normal shifts. The minutes of the October 6th meeting had not been approved during the November meeting. The minutes were approved at this meeting on a motion made by Franzen and seconded by Smith. There was discussion on imposing a daytime speed limit on Delavan Lake. Betzer proposed a simple format for the proposed ordinance as follows: Daytime limit, 45mph weekdays, 35mph weekends and holidays. All evenings, 15mph, sunset to sunrise. On a motion made by Betzer and seconded by Samuelson it was decided to recommend to the board to have Town Attorney Wassel draft the ordinance. Smith advised the committee that the Town Board had approved and passed the ordinance suggested at last month’s meeting, lowering the speed limits of Sweet Road and S&D Town Line Road to 45mph. The bills to be paid were reviewed and approved on a motion made by Franzen and seconded by Betzer. The next meeting of the Police and Water Safety Committee was scheduled for Monday, January 5, 2009, at 5:30pm, at the Police Department building. Chairman Polzin advised the committee that the employee mileage reimbursement rate was being lowered to 55 cents per mile after the first of next year. Polzin also advised the committee that there was another Hwy 50 improvement meeting scheduled for December 11, 2008, from 1:30pm to 3:30pm at the Town Hall.
