PUBLIC WORKS COMMITTEE
 MEETING MINUTES
August 4, 2010


1.	CALL TO ORDER AND ROLL CALL:
Dorothy Burwell called the meeting to order at 1:15 pm.  Present: Barb
Militello, Ed Brien, Dennis Purgatorio, Tom Thiele, John Olson and
Mike Petkoff.  Mark Kolczaski was also present.  Burwell declared a
quorum present for doing business.     

2.	APPROVAL OF THE July 7, 2010 MINUTES: 
Motion by Brien and seconded by Thiele to approve the minutes.  All
ayes, motion carried 7-0.       

3.	COMMUNICATIONS:
Steve Gross, 2900 North Shore Dr., has requested a driveway permit. 
Mike Petkoff has some concerns with a possible new land division and
visibility.  John Olson will follow-up with the Walworth County Zoning
Department.  Petkoff also discussed problems addressing new buildings
for the Litowitz Estate (Boy Scout Camp) as there are not enough
available numbers to assign proper addresses.

4.	COMMENTS AND SUGGESTIONS:
                   None.
	
5.	OLD BUSINESS:
None. 

6.	NEW BUSINESS:
A.	Discussion/possible action on the Channel Dr. Stormwater Drainage
Improvements:  
Barb Smith, representing the Highlands Subdivision, requested
additional ditching along Channel Dr. to improve drainage as was
discussed several months ago as part of a report prepared by Baxter &
Woodman for alternative solutions.  Mike Petkoff stated he had
observed the water flowing well during recent heavy rain events and
did not see a need for additional ditching at this time.  
B.	Discussion/possible action on the Remote Garage Door Openers:
Mike Petkoff stated he had received an estimate from Halverson Doors
for new remote garage door openers for the Highway Shop.  The amount
was below the threshold for committee approval so no action was
necessary.  
C.	Discussion/possible action on the Finch, Meadowlark, Pleasant, and
Manor Lane Improvements: 
Due to the poor condition of these private roads, a special assessment
process will be considered to fund necessary improvements.
D.	Discussion/possible action on the 2011 Budget:
The Highway Dept and Mechanic’s draft budget for 2011 was submitted
and briefly discussed.  
E.	Town Foreman’s Report:  Mike Petkoff updated the committee with his
monthly report.
F.	Town Mechanic’s Report:  Tom Thiele updated the committee with his
monthly report.   
G.	Approval of monthly bills for payment:  Motion by Brien and second
by Thiele to approve the submitted bills for payment.  Motion carried
7-0.
H.	Discussion/possible action on the South Shore Dr. Improvement
Project with a site visit:
During the site visit observing staked locations of proposed end of
pavement and end of ditch lines, the committee reached a consensus the
full width of the road improvements and adding two 5’ pedestrian paths
would be too intrusive.  It was suggested Baxter & Woodman consider an
alternative with a more narrow improvement including one 4’ pedestrian
path for consideration. 



7.	ADJOURNMENT :
Motion by Brien, and seconded by Thiele to adjourn at 2:45 pm. Motion
carried 7-0.
