MINUTES OF TOWN BOARD MEETING OF
	February 16, 2010

The regular monthly meeting of the Town of Delavan Town Board was held
at Town Hall after due notice had been posted.

Chair Burwell called the meeting to order at 7:00 p.m. 
Pledge of Allegiance

PRESENT:							
Chair, Dorothy Burwell				
Supervisor, Frank Jones - Excused			 
Supervisor, Barb Militello			
Supervisor, Herb Sessner - Excused			 
Supervisor, Ryan Simons  			

Chair Burwell stated that a quorum was present for doing business

Audience:  Approximately _5_ people

Approval of the Agenda  
Supervisor Simons made a motion to approve the agenda with a second by
Supervisor Militello motion carried 3-0.
Approval of Minutes:
a.	Town Board Meeting January 19, 2009
b.	COW Meeting February 8, 2010  
Supervisor Simons made a motion to approve all the minutes printed on
the agenda and dispense with the reading with a second by Supervisor
Militello, motion carried 3-0.  
Communications: 
NONE
Comments and suggestions of citizens present regarding items on the
agenda:
NONE
Town Board Reports:
All committee and Town Reports are on file in the Town Hall Office.
a. Treasurer’s Monthly Report
Treasurer Duchemin stated that in the General Funds Account there is
$7,441,935.40, and in the other Lake Project Funds there is
$162,278.12.  Supervisor Militello made a motion to receive the report
and place it on file with a second by Supervisor Simons, motion
carried 3-0.  
b. Finance Committee recommendation regarding payment of monthly bills
dated January 18, 2010 Thru February 9, 2010.
 Supervisor Militello made a motion to approve payment of all bills
from the attachment of the payment journal with a second by Supervisor
Simons, motion carried 3-0.
Committee Reports:
	Supervisor Simons stated that two listening session were held last
week and were very well attended.  Thank you both Don Holst and Dan
Lemanski for the power point Presentation.  The purposes of the
meeting’s were to give a little history of the lake, information
regarding the Inlet Dredging Project, cost estimates and possible
scenarios of how it should be paid for.  It was unanimous by those
that attended that the project should be done and be paid for by the
residents of the town because all will benefit.  Administrator Olson
asked then that would mean no special assessments and Supervisor
Simons stated yes.
Old Business:  None
New Business:
a.	Discussion/possible action on Aquatic Invasive Species
Chair Burwell stated that this is adopting Wisconsin Statures as part
of the municipal code.  Chair Burwell made a motion to dispense with
the first reading of Ordinance 304 and move to the second, with a
second by Supervisor Militello, motion carried 3-0.   Chair Burwell
made a motion to approve Ordinance 304 and dispense with the second
reading, with a second by Supervisor Simons, motion carried 3-0.
b.	Discussion/possible action on Intergovernmental Agreement – Theatre
Road
Chair Burwell stated this is an agreement regarding the payment of
cost of the reconstruction of Theatre Road that Administrator Olson
has been negotiating with Williams Bay.  Chair Burwell made a motion
to approve the agreement with a second by Supervisor Militello, motion
carried 3-0

Comments and Suggestions of Citizens Present
Bob Bulger stated he thought a good job was done with the meetings of
the Inlet Dredge Project.
Adjournment     
Supervisor Simons made a motion to adjourn the meeting with a second
by Supervisor Militello, motion carried.

Chair Burwell adjourned the meeting at 6:08 PM.
