Minutes of Emergency Meeting
August 23, 2007
Call to order at 3:03 PM by Chair Polzin
Roll Call Chair Polzin stated that all board members were present.

No Declaration of a Quorum until Supervisor Wolfgram is present was
stated by Chair Polzin.
Communications
Chair Polzin stated he would like to treat this as an informational
meeting, so everyone is aware of what is happening and why it is
happening. No decisions will be made until there is a quorum of the
Town Board.
Kevin MacKinnon explained the lake levels, how it got there and what
has been done so far and what else can be done. Mike Petkoff has
started sand bagging the dam to help prevent any damage that may occur
if we get more rain.
Supervisor Franzen asked is there any way to divert the water that is
coming in at Mound Road?
Kevin stated there are roughly 230,000 gallons coming in a minute and
108,000 going out and a fire truck can pump 2,000 gallons a minute.
If water were to overtop the dam, the water would slowly trickle in
and rapidly increase speed and erosion. If that were to happen, you
then have a breach of the dam, and what does it take to fix that? A
damn safety engineer, an inspection from the DNR, and the paper work
to get approval from DNR. It may take years to fix.
Attorney Wassel called DNR and talked with John Hagen. In the past
we tried to create a slow no wake for Ravenswood Subdivision and
danced in circles with DNR and the process did take 2 years. Under
the law the town has certain emergency powers. We need to adopt a
resolution and because we share the lake with the City of Delavan,
Dave Kilkenny was contacted and he called for a special meeting.
Steve had prepared a resolution for both the Town and City. They are
meeting at 4:29 this afternoon to adopt this resolution as well. Do
to this being a resolution the Chief cannot write a ticket if there
are violations, but can write a warning, if violated a second time a
ticket (reckless boating) may be issued. Central printing is printing
up slow no wake signs to post at the launches.
Chair Polzin asked Mike Petkoff if he and his crew could ask private
subdivisions to put up signs near their launches. Also suggested to
have police department go through subdivisions and use PA system to
notify local residents.
Steve Schoff suggested calling DLIA members and has them notify
others.
Chief Mayer stated, all associations are closed and doing everything
they can to prevent people from launching.
Kevin stated the lake can be dropped about ¾” a day, assuming we do
not get any more rain. In doing the math it could take approximately
2 weeks. Suggested once the lake is about 6” above normal, the lake
could be reopened.
Supervisor Wolfgram arrived at approximately 3:30 P.M.
Kay asked if the dam should fail and what issues do we have to look
at then?
Kevin stated you would have to immediately report it to the DNR and
then protocol takes over a check list is gone through. When the event
is done, a dam inspection will take place to find if anything can be
saved. Dam evaluation report will then be done; saying what the cost
will be to take the dam out, what is the economic impact, versus what
is the cost to repair the dam.
Attorney Wassel asked should we have people standing by with front
end loaders and sand in case of such an event.
Kevin would recommend in meeting all of the dam operation from the
DNR he has read in the past would suggest, if you have a failure call
DNR.
Chief Mayer asked, would you recommend that our officers check as
often as possible throughout the night monitoring the dam?
Kevin suggested only if we get a significant rain event.
Kay stated my question was tailored toward what would be the effect
if everything as far as people we need to get out of the way, are
there emergency things we have to do.
Kevin stated there are several houses down stream and should the dam
break I don’t know how much water you can pass under Borg Road at a
given point, you might loose the road at a given point, or you may
loose the bridge. Most of the houses immediately down from the dam
and Borg Road are on high ground, they should be OK, they may loose
yard toys and such, but beyond that the next group of housing is the
apartments on County O and that is the city and they would have to
take appropriate action. Also we have Ed Lindloff and neighbors that
would be a rapid increase in water. Kevin didn’t know what to buy to
be prepared if this should happen.

Chair Polzin read the new resolution # 195 (On File)
Chair Polzin made a motion to pass to the second reading of the
resolution second by Supervisor Wolfgram, motion carried unanimously.
Chair Polzin then made another motion to dispense with the reading of
the resolution and adopt the resolution, Supervisor Franzen second,
motion carried unanimously. This takes effect immediately.
Chair Polzin asked for a motion from the Town Board to close the
town’s boat launches, due to the excessive rain and flooding.
Supervisor Wolfgram made a motion that the Town Board closes the boat
launches due to excessive rain and flooding and high water conditions,
second by Supervisor Franzen, motion carried unanimously.

Adjournment
Motion made by Supervisor Wolfgram to adjourn with a second by
Supervisor Franzen approved unanimously.
