MINUTES OF SPECIAL TOWN MEETING OF THE ELECTORS
November 15, 2005

The special Town Meeting of the electors was held in the Community
Center after due notice had been posted immediately following the
public budget hearing.

Chair Pelletier called the meeting to order at 7:36 p.m.

The purpose of the meeting is:
a)To approve the total 2006 highway expenditures pursuant to Section
81.01 (3) of Wisconsin statues.
b)To adopt the 2005 town tax levy to be paid in 2006 pursuant to
Section 60.10 (1) (a) of Wisconsin statues.

Chair Pelletier explained that with the proposed levy if a typical
off lake property went up 30%, the taxes for the Town portion would go
down.  Pelletier added the lake property values go up faster than the
other groups.  

Bob Leff made a motion to increase the Town levy $ 30,000 to hire an
Environmental Project Manger to work part-time, with an annual cost
not to exceed $ 30,000, to facilitate all lake projects that the
Electors of the Town of Delavan, in April 2003, voted to be
implemented.    Ed Brien seconded the motion.  

Gordon Burwell – 4836 County O North

Mr. Burwell stated he has a hard time approving $ 30,000 for an
additional employee to do what the entire board is paid to do.  Chair
Pelletier responded the board members all have other jobs and can’t be
completely hands on.  Mr. Leff stated he thinks a policy should be set
regarding responsibility.  Supervisor Polzin stated the Town is under
negotiations with DLSD to take over these projects, so why are two out
of three DLSD members making a motion of this nature.  Mr. Leff stated
that DLSD sprays and cuts the weeds regularly and with the Town not
following through with the dredging projects the lake is in jeopardy. 
The Town Board is not following through getting all the approvals
needed for permits and the project is not being carried forward.  Leff
added that DNR shutdown the project once already because of an illegal
vote.  

Chair Pelletier responded that DLSD has already responded that they
aren’t interested in managing this project.  Chair Pelletier stated
the consultant the town hired let us down, and that he might have made
a bad decision voting to dredge without a permit, but it wasn’t an
illegal vote.  Pelletier added that by hiring another consultant for
an additional $ 30,000 wouldn’t guarantee that the project would move
along any faster.  

Leonard Emanuel – 2385 S. Shore Dr. – Mr. Emanuel asked when the
Mound Rd. Project was going to begin and be completed.  Chair
Pelletier responded based on timetables laid out by DNR and the
County, he would think late 2006.  The Inlet project is dependent on
the completion of the Mound Rd. project. Pelletier stated Brown’s
Channel would also be late 2006.

Don Deischel – Mr. Deischel comment that the Town shouldn’t spend any
addition funds for the project.

Susan Vogus – Ms. Vogus stated the residents voting on this project
two or three years ago and she understands the intense scope of the
project, but someone needs to facilitate the project to move it
forward.  Chair Pelletier responded the Town can’t apply for a permit
until a disposal site has been selected.  He is currently working with
Mallard Ridge and as soon as a site is selected the file permit
application will be filed.  Pelletier added that DNR is not very
accommodating and this whole process is very frustrating.  

Fran Flucke asked how much the Town is losing on the money that has
been borrowed and Treasurer Wisniewski replied 1% per year.

Jane Harries remarked it is time that the Town obtains the permit. 

Supervisor Pelletier asked for a show of hands in favor of the motion
to allocated $ 30,000 to hire someone to manage the lake projects. 
There were approximately five votes in favor.  All the other residents
voted in opposition and the motion failed. 

Ed Brien made a motion to approve $ 250,000 for the 2006 highway
expenditures pursuant to Section 81.01 (3) of WI Statutes with a
second from Herb Sessner and the motion carried unanimously.

Ed Brien made a motion to adopt the 2005 Town Tax Levy to be paid in
2006 pursuant to Section 60.10 (1) (a) of WI Statutes for $ 2,254.999
with a second from Edward Thompson and the motion carried unanimously.


Adjournment:

Ed Brien made a motion to adjourn with a second by Supervisor Hummel
and the motion carried unanimously.


Chair Pelletier adjourned the special town meeting at 7:45 PM.
