Minutes of Town Board Work Meeting of June 9, 2004

The regular monthly Town Board Work meeting was held in the Town Hall
after due notice had been posted.
Chair Herman called the meeting to order at 6:00 p.m.

Audience:  Approximately 3 citizens

Chair Herman called roll and declared a quorum present for doing
business.

Communications:

Old Business:  None 

New Business:

1.Reports/discussion/agenda preparation from issues resulting from
monthly Committee meetings.

)aAdministrative Committee
Chair Herman stated that an amendment to Ordinance 9.14 regarding
curfews in the town needs to be revised. 
Supervisor Fleming was absent to report on the Administrative
Meeting.  Treasurer Wisniewski stated that the Liquor License Renewals
need to be addressed at the town board meeting.  Wisniewski added that
the Lakefront Mobil License could be approved, but not issued until
completion of the building.  Clerk Endisch stated the documents
regarding the Public Works Superintendent had been revised and a copy
had been sent to Attorney Wassel for approval.  Wassel stated that the
changes were O.K.  Endisch added that she would provide Supervisor
Fleming with the updated version that he is going to forward to the
union and ask the union to attend the next Administrative Committee
Meeting.

)bEconomic Growth and Development Committee
Supervisor Goethal stated that they had nothing to report.

)cEmergency Government 
No Report.

)dFinance Committee
Treasurer Wisniewski stated that the Resolution to declare the
official intent for reimbursement of bonds used for tax exempt
borrowings.  The finance committee is meeting on July 7, 2004 to open
the bids for borrowing and the town board would need to meet
immediately after to award based on the recommendations.  

Treasurer Wisniewski reported that Twin Lakes Development Corporation
has not existed since 1994, but has remained on the tax rolls.  The
property taxes are delinquent, the county can’t lien to town, but tax
bills should never have been generated.  The total owed is $ 13,000
including interest.  Wisniewski stated there are two options, the
assessor paying or the town paying and adding to our next years levy
for reimbursement.   Attorney Wassel stated the town should levy next
year and pay then if they cannot successfully work with the assessors
to resolve this issue.

)eFire & Rescue Committee
Chair Herman stated that he heard a lot of negative response to
having the Pancake Breakfast at Ralph’s.  The consensus was there are
always a lot of pros and cons to changing any event.  Supervisor
Malsch stated this was his first time attending and he thought was
great.  Chair Herman stated that many residents are unaware that
Ralph’s donates all the food for this event and having the event at
Ralph’s was a lot easier for them as far as setup and cleanup.

)fLake Committee
Supervisor Goethal stated the bid process for the wetlands is on
target, the bids will be opened at next weeks Lake Committee Meeting,
with the project starting by August 1.	   

)gPark & Tourism Committee
Supervisor Hummel stated that Billiejo Papke had been chosen as the
Clean Boats/Clean Waters Coordinator.  Hummel told Billiejo to contact
Colleen Endisch, she would setup for payroll.  

Supervisor Hummel remarked that he was stunned at the bids for
roofing the Park Shelters, they received two bids and both were
rejected.  The bids were $ 17,750 and $ 23,000.  

Supervisor Hummel reported that Cory Even stated the park had the
busiest day ever at the park, with 299 paid boat launch admissions. 
Chair Herman asked if everything was set for the Triathlon, and Hummel
stated yes, set to be held on August 8th, 2004.

Supervisor Hummel stated that the Public Works Department has filled
in all the potholes at the Community Park.  Treasurer Wisniewski asked
what the permanent solution for this problem would be and Chair Herman
stated that Mike Petkoff was investigating placing drain tile.
Wisniewski stated that Town Hall has been receiving a lot of calls
regarding the dead fish.  Supervisor Goethal stated that this happens
whenever the water level is high, the blue gills die off. 

)hPlan Commission
Chair Herman stated he has multiple agenda items:
)iChair Herman stated that the plan commission is recommending that
the board approve a preliminary plat for the Dinsmore/Stevens Condos
subject to the approval of the engineering issues by the town
engineer.  Chair Herman stated that he hope that the plan commission
isn’t viewed as giving a bad precedent by allowing this variance, the
vote was five to two in favor of.  Herman added that these lots are
all 2 plus acres and approving this won’t prejudice the Gramse Case. 
)iiChair Herman stated that the Plan Commission is recommending the
rezoning of the lot the town is purchasing for the Police Dept.
Building from B-2 to P-2 as this would give the town more flexibility
on the construction of the property.  The Plan Commission is also
recommending the approval of request for a conditional use permit
within the P-2 zoning district for the lot.
)iiiChair Herman stated that the Plan Commission is recommending the
approval of a CSM for Frank & Kelly Lena for the North side of Bailey
Rd., east of Countryside Dr. 
)ivChair Herman stated that the Plan Commission is recommending the
approval of a CSM for their property on 4953 Bailey Rd.

)iPolice Committee
Brian Schuk addressed the board regarding the Arris Corp. proposal
for services for the design and architectural services.  Brian stated
that to get the ball rolling on this project four areas need to be
approved quickly.  The areas are the base review, preliminary designs,
a survey and a soil boring and report.  Brian will need these
completed prior to his appointment with the county on July 22nd for a
conditional use variance.  Chair Herman asked if we were bound by this
contract, as his biggest fear is that the county won’t approve what we
are after.  Brian stated there is no time to delay this decision or
the project will be delayed until next spring and the town faces
potential higher cost.  Treasurer Wisniewski stated that just the four
items that need to be completed quickly have a price tag of $ 22,520
and the land purchase is $ 40,000.  Wisniewski asked if the board was
going to be the general on the building construction bids and services
and Brian responded yes.  Shari responded that is pretty scary that
five board members with no construction background are going to act as
the general in a project of this size.  Chair Herman stated that he
thought that Arris was going to supervise the project and Brian stated
he doesn’t believe that is part of this contract.    Chair Herman
asked what happens if the town waits and Brian stated he wouldn’t be
able to apply for the conditional use permit without a survey, etc. 
Treasurer Wisniewski stated that the board needs to remember that
there is a maximum that the residents approved to borrow for this
project and the project cannot exceed that cost and this proposal from
Arris plays into that number.  Chair Herman stated he would add to
town board agenda to vote on, after the board has time to look at
proposal.




)jPublic Works Committee
)iChair Herman stated that the Public Works Committee is recommending
approving the right of way use agreement with Bailey Estates
Subdivision for sewer work in the intersection of Theater & Bailey
Roads, to be completed by August 1, 2004.
)iiChair Herman stated the Public Works Committee was recommending
the board accept the bid from B.R. Amon & Sons for 2004 road work
project (excluding Borg Rd. segment) for $ 98,427.25.    A TRIP grant
was issued for $ 14,000, added to the $ 90,000 remainder of the yearly
approved amount, leaves a $ 6,000 buffer.  Supervisor Hummel stated he
was glad that Frank Bros. didn’t get the job, as he was unhappy with
the work they did.  Supervisor Malsch agreed and added that Amon
wouldn’t have left Town Hall Rd. they way it was, even if it was done
to specs.  

)kETZ Committees

)lAll other recommendations.
Chair Herman stated that he spoke to Keith Munson, Town Assessor
about giving the town a proposal for the revaluation.  Treasurer
Wisniewski stated that the Administrative Committee (Supervisor
Fleming) is going to send a letter regarding the contract in general
and the revaluation portion.    

Chair Herman state he would like to send out a letter to the union
regarding the union contract.  Treasurer Wisniewski stated that the
Admin. Committee (Supervisor Fleming) was going to send out a letter
and an Ad Hoc Committee of the Admin. Committee would be appointed to
work on union negotiations.  Chair Herman responded that if he could
be of any assistance he would be available.  Wisniewski stated that
John Pelletier had already approached Jack Fleming regarding his
interest in being a part of the negotiations.

Adjournment:
Supervisor Hummel made a motion to adjourn with a second from
Supervisor Goethal and the motion passed unanimously.

Chair Herman adjourned the meeting at 8:26 PM.
