Minutes of Town Board Work Meeting of October 15, 2003
The regular monthly Town Board Work meeting was held in the Town Hall
after due notice had been posted.
Chair Herman called the meeting to order at 7:15 p.m.

Chair Herman called roll and declared a quorum present for doing
business.

Reports/discussion/agenda preparation from issues resulting from
monthly Committee meetings.
)aAdministrative Committee
Supervisor Fleming reported the Administrative Committee is adopting
the policy that any future part-time employment inquires be directed
to the Chairman of the Administrative Committee. Treasurer Wisniewski
added this will eliminate any confusion about our hiring practices as
all will deal with one contact. Chair Herman asked if this needs to
be approved by the town board and Supervisor Fleming answered that the
Administrative Committee was unanimous in their decision and no town
board action is needed.
Clerk Endisch stated the Administrative Committee had agreed to
recommend to the town board to add an additional Class “A” malt
beverage license by enacting an ordinance. Endisch stated the
Attorney Wassel told her that there had been a higher number of
available licenses and that number had been lowered by an ordinance a
few years back. Supervisor Hummel questioned what happened to
Campbell’s license and Chair Herman responded that Nate’s Bait &
Tackle received it. Treasurer Wisniewski expressed concern of setting
a precedent every time someone walked in and wanted a license. Chair
Herman stated he felt that being a resort town we should be
encouraging new businesses. Chief Mayer stated that package stores
need minimal police coverage and agreed about being a resort
community.
Supervisor Fleming advised the town board that the Administrative
Committee was strongly recommending that any personnel matters in the
Public Works Department be handled in accordance with the established
chain of command as listed in the Employment polices and procedures so
that the Administrative Committee can make the appropriate evaluation
and recommendation as mandated by the Town Board. Chair Herman
agreed.
)bEconomic Growth and Development Committee
Jay reported that he will have a preliminary planning meeting on
October 27th to prepare for a general meeting.

)eFire & Rescue Committee
Supervisor Hummel stated that the roadway leading to Westshire from
the backside of the Fire Station needs to have hard base gravel
applied. Treasurer Wisniewski questioned why we were addressing a
road in a planned development. Fire Chief Edward stated this road was
planned in the original Westshire Development plans to give the fire
department better access to the complex. Chair Herman asked
Supervisor Hummel to research the developers agreement about whose
road it is and on whose property.
Supervisor Hummel stated the Fire Committee had a concern over the
road width in Savannah Woods and if the water supply in Westshire
Farms will be adequate. Chair Herman stated this was addressed at the
plan commission meeting and to be noted there is a need to build an
elevated tank. Chair Herman recommended that Supervisor Hummel and
Fire Chief Edwards attend every meeting in regards to Savannah Woods.
Treasurer Wisniewski asked about the Labahr Farm. Chair Herman
responded he wrote a letter to trustee and hasn’t received a response.
Treasurer Wisniewski stated she noticed in the Fire Dept. minutes
that the Fire Committee was looking to have rebid on Fire Station # 6
work and stated that we have a contract with Frank Brothers to do the
work. Chair Herman stated that Frank Brothers might not do the work
until spring and Supervisor Hummel expressed concern about the bigger
truck sinking in a hole.
)fLake Committee
Supervisor Goethal reported that the Company that had given a $ 6,000
price on the Inlet Testing Project now are now stating the project
will cost $ 16,030. Goethal asked that an item be placed on the town
board agenda on recommendation of the Lake Committee to expend and
additional $ 10,030 for testing in the inlet with funds from the Lake
Project Account.
Supervisor Goethal reported the lake committee’s recommendation for
the most cost effective resolution for the zebra mussel/milfol problem
would be to police boats in and out of the water at the public launch.
Supervisor Hummel stated the problem is far beyond the boat launch.
Hummel stated he had talked to a contractor that works on lifting
private piers and they have stated that when lifting out piers, they
find excessive milfol and zebra mussels. Treasurer Wisniewski stated
that the park contract doesn’t incorporate the additional duties of
having someone stationed at the boat launch checking boats for weeds.
)gPark & Tourism Committee
Supervisor Malsch reported the Park Committee is recommending using $
2,800 from the “in lieu of fees” to replace 6 toilets and update the
faucets in both restrooms to be ADA compliant.
Supervisor Malsch stated that he is going to take the results of the
survey done about the Community Center and start working with the park
committee on the design. Malsch stated he wants to make sure he has
the support and backing of the board to proceed forward. Malsch will
give an update at the board meeting of the results of survey.
Chair Herman questioned whether all the special events that CK
Recreations is responsible for are spelled out in the contract.
Supervisor Malsch stated he believed they were and Chair Herman asked
Clerk Endisch to look at contract.
)hPlan Commission
Chair Herman stated the Plan Commission is recommending approval for
the CSM for Michael Palenski - Survey Map in A-5 District – Sec.
6t@NR16E – Dam Road.
)iPolice Committee
Supervisor Fleming stated the Police Committee would be meeting on
November 10, 2003 in closed session to discuss a personnel issue.
)jPublic Works Committee
Chair Herman stated the Bar Saw will need to be replaced; it is
un-repairable and would be replaced with a 460 Steel Bar Saw for $
663.20, which will come out of the mechanics maintenance budget.
)kETZ Committees

)lAll other recommendations.
)iTreasurer Wisniewski told Supervisor Malsch that he should charge
the new toilets and faucets out of maintenance repair.
)iiSupervisor Goethal stated that with all of the controversy
regarding the park contract, he thought the board should consider
putting all contracts out to bid. Chair Herman stressed the
continuity of vendors is good. Treasurer Wisniewski expressed then
would we have to choose the lowest bidder, even if it wouldn’t be the
vendor of choice. She is concerned about our auditors. Chair Herman
responded in regards to our Attorney, his rates are reasonable and as
a first year chairman the continuity was good.

Chair Herman made a motion to go into executive closed session
pursuant to Sec. 19.85 (1) (g) conferring with legal counsel re:
employment claim.

pursuant to Sec. 19.85 (1) (f) investigation of charges against
specific persons.

Supervisor Hummel made a motion to go out of Executive Closed Session
with a second from Supervisor Malsch and the motion carried
unanimously.
Adjournment:
Supervisor Hummel made a motion to adjourn with a second from
Supervisor Fleming and the motion passed unanimously.
Chair Herman adjourned the meeting at 9:10 PM.
